Israel: The Logic of a Settler State

Let us not today fling accusations at the murderers. Who are we that we should argue against their hatred? For eight years now, they sit in their refugee camps in Gaza and, before their very eyes we turn into our homestead the land and the villages in which they and their forefathers have lived. We are a generation of settlers, and without the steel helmet and the cannon we cannot plant a tree and build a home. Let us not shrink back when we see the hatred fermenting and filling the lives of hundreds of thousands of Arabs, who sit all around us. Let us not avert our gaze, so that our hand shall not slip. This is the fate of our generation, the choice of our life – to be prepared and armed, strong and tough – or otherwise, the sword will slip from our fist, and our life will be snuffed out.

While every conflict has its specificities, it is impossible to understand the nature and trends of the Israeli state without an understanding of the greater logic of which it is but one example. What I mean by this is this: Israel is the most recent and thereby the most contradictory example of the logic of settlerism, of the settler state as a phenomenon in capitalist history. All capitalist states have certain attributes necessary for the expansion and reproduction of the capital relation, such as limitations on workers’ freedom and mobility, a military-industrial complex, territoriality, and enforcement of exploitative relations of production, but settler states are a specific social formation of these that go over and beyond capitalist ‘normality’. The settler state is, in this sense, the most complete and pure outward appearance of the capital-state relationship. When successful, its natural ideology is that of an expansionist, self-confident liberalism; when threatened, its natural ideology is fascism.

The settler state distinguishes itself from the ‘normal’ forms of appearance of the capital-state relationship in several ways. First, that it is a state which even in its historical, embryonic form is already capitalist, and does not have the inheritance of the ‘muck of ages’ of absolutism, feudalism, and so forth. Second, it involves the voluntary transfer of a people from elsewhere into a given land, whether already occupied or not, which in so doing establishes a new social formation both separate from and against the existing one of the settled land. Thirdly, the necessary result of the combination of these factors is the demographic principle of the settler state: its very existence stands or falls by the numerical presence of the settler population as against the tally of the original population(s), as these become, by the very act of the settlement itself, the respective bearers of their social formation in them. In other words, the reproduction of the social formation of the settler society is, as with all societies, dependent on the reproduction of its population; but this principle is elevated to a higher level in the settler society, because rather than the reproduction of the population being the reproduction of the different classes and the whole ensemble of the historical heritage of that particular people, the reproduction of the population takes on a competitive form in and of itself. It is measured not in the ability to reproduce the working class per se, but in the ability to reproduce the settlers over and against the ‘natives’, whoever they may be.

This leads to the fourth principle, which is that the logic of the settler state is therefore necessarily racial and expansionist. Racial, because the settler society reproduces its social formation as a whole, and thereby subsumes its class differences into an artificial unity generated not by the process of nation-building within a given territory, as in the case of the traditional bourgeois process, but by the processes of demographic-military competition with the ‘native’ population, a competition fought out on all physical fronts. This inherently racializes the relationship between the settler population and the ‘natives’, as every settler, regardless of their class, is a guarantee of the survival of a social formation in a territory where this is under threat as a whole; it thereby becomes a question not of class against class, but of people against people, of a struggle over physicality and territoriality rather than over the process of economic production and distribution within the social formation. This is a wholly regressive and vicious throwback to the worst instincts and group behaviors of humanity.

It is also for this reason necessarily expansionist; not just because of the often limited number of settlers in the first periods of the settlement, and the sense of constant danger of extinction by the ‘native’ population, but more importantly because the only possible guarantee for the normalization of the social formation, the eradication of its bad conscience and its sense of ‘having survived’, rests ultimately in the destruction of the ‘native’ population and their rival social formation. Moreover, the struggle against this latter people or peoples itself perpetuates the artificial, racialized unity among the settlers themselves, and is thereby a welcome mechanism for externalizing and staving off the inevitable internal class conflicts the process of normalization entails. Therefore, the logic of the settler state necessarily and inherently contains within itself a drive towards the total fragmentation of the ‘native’ populations and the dissolution of their social bonds, if not their physical extermination as such – in other words, settlerism always means a logic of ‘ethnic cleansing’.

It is not difficult to find in history examples that underline the argument made here, and to demonstrate the particularity of this form of the capital-state relation in the modern world. In the case of the settlement of America, it has often been observed how the British upper class’ refusal to allow settlement to follow its expansionist course beyond the Appalachians was a major factor in the rebellion of the colonists. Indeed, the very same revolution in the United States which inaugurated the great bourgeois revolutionary upheavals of the modern era was an unmitigated disaster for the various indigenous peoples of what is now the USA, as their very physical existence came constantly and repeatedly in contradiction with the logic of American settlerism. The results are well known, and even now, the American counties with large native ‘reservations’ on them are the poorest in the country and have worse social statistics than many developing countries. In Canada and Australia the story was much the same, and in Australia perhaps most genocidal in its completeness, given the very low level of technological development of the various Aboriginal peoples compared to the ‘natives’ elsewhere; whereas in New Zealand the high level of military organization of the Maori and the lower number of settlers had a mildly dampening effect on the full consummation of settlerism. In all these cases, the racial factor was immediately evident from the start and has been since, and in all these cases there has been a clear political economic reality of ‘race burning class’, as J. Sakai put it.

Of course, the various practices and details of the settler logic vary from place to place according to the historical circumstances. In South Africa, the settlers being perpetually a small minority compared to the various indigenous peoples, especially after the completion of the Bantu migrations, compelled a policy of apartheid – a system in which the racially oppressed black workforce were to be kept separate and confined from the white population, lest they overcome them or destroy by ‘dilution’ the demographic basis of their social formation. It was not realistically possible for the native populations to be physically destroyed or fully ethnically cleansed from the majority of the territory, and this made the apartheid system a logical result – at least from the point of view of the settlers. (There were of course rules for ‘coloreds’, the Indian population etc., but these do not affect the larger picture.) The United States had the ‘peculiar institution’ of slavery, and imported a great number of involuntary migrants, which created in effect a double settler state with two parallel racialized social formations, one historically progressive and industrial and one historically regressive and agrarian. The inevitable conflict between these was fought out in the American Civil War, with known results. But it should then come as no surprise that the settler logic of society re-established itself with vicious vigor almost immediately afterwards, and the potential for its destruction through radical Reconstruction was quickly lost.

In Israel, the logic of the settler state expresses itself in its most virulent forms. Firstly, the Zionist project of the settlement and colonization of Palestine is a unified whole, as all settlerism must be for it to not collapse under its contradictions. It therefore makes no difference whether it applies to Hebron or to Tel Aviv, in this regard, as in all circumstances the definite characteristics of the settler state described above are in operation and must be in operation. The artificial unity is present in the militarist-racial structure of Israeli society, in particular in its universal conscription, and in the very knowledge that even the continued existence of Arab place-names is a threat to the ‘only democracy in the Middle East’. Its expansionism is clear and obvious. From its modest beginnings the Israeli state has through perpetual war and ethnic cleansing swollen beyond any of its original territorial claims, and it shows no signs whatever of stopping. Its apartheid system expresses the racialization and the demographic factor clearly, and so does the constant talk of the ‘demographic threat’, the refusal to allow any Palestinian right of return and the open talk of deportations and ethnic cleansing, the secular political trend against socio-economic and internal class struggle and towards externalization in the form of further expansion and aggrandizement speak clear language.

Israel here has the misfortune of being the newest settler state, and so its victims can learn from history, even if its own settler population cannot. The very notion of a ‘two state solution’ with its own Arab Palestinian ‘natives’ is a risible one given the parallels between the Israeli consideration of Palestinian treaties and Palestinian land claims and the American treatment of the same relations with the various Native tribes, all of whom eventually ended up in open-air prisons called reservations. Indeed, Gaza, presently being bombed to smithereens, is nothing if not a ‘reservation’ of this type. But the Palestinians are not the only ‘natives’ victimized by settlerism: Israel treats its Druze and Bedouin populations no better, and regardless of the willingness of Druze to serve in its military, they have been systematically expropriated. It is worth noting that the willingness of settlerism to destroy any social formation opposing it on its physical-territorial domain of expansion finds its parallel in its willingness to accept any kind of settler as long as they are willing to underwrite the racial-settler system: one can look here at the history of the Irish and Italian migrants to the US, but even in the case of Israel there have been many Russian, Indian, even Peruvian migrant settlers accepted into the Israeli polity as ‘returning Jews’ whose Jewish identity was deeply spurious or nonexistent.

It is no coincidence that as Israel has become stronger and its logic has expressed itself more fully, it has become ever more fascist and less concerned even with formal equality and democracy – as shown most recently by the restrictive laws forbidding even the commemoration of the Naqba (the original ethnic cleansing of the Palestinians), the exclusion of anti-Zionist groups from parliamentary representation, and the unification between Likud and the fascist organization of Avigdor Lieberman. As I have argued, this trend of the capital-state relation to move away from formal liberalism and into a fascist siege mentality is characteristic of a settler state frustrated in its normalization process. For settler states, this normalization process can only occur on the basis of the destruction of the social formation of its rivals, of the original inhabitants; the US and Australia only even considered reforming the racial ladder system after their physical-demographic security as a settler state and their destruction of all rival social formations was complete. So it is with Israel also, and therefore Israel as a state does not and cannot want peace, whatever individuals within it may fervently hope.

Of course, this analysis is not to claim that such a logic develops wholly on its own, or that there is no agency on the part of the Other to which the settler state opposes itself. Indeed, the civil rights struggle in the United States and the campaigns for recognition on the part of the First Nations in Canada were major and inspirational examples of revolutionary organization on the part of oppressed groups, and it is equally no coincidence that such groups became more radicalized against the whole structure of the racialized capital-state relation of their settler societies as they struggled against them. The Palestinian cause has rightly taken inspiration from these examples, as well as from the resistance against the slightly different settler structure of northern Ireland, and it has in turn become a major emancipatory force of its own.

This is also why it is irredeemably silly when people point to the Palestinian struggle and ask why it garners so much attention and passion compared to the many struggles worldwide, whether in West Papua, in Syria, in Brazil or in Sudan. What such smug distraction misses is the essential role of the struggle against the settler logic. It is not a contingency of history that the US and Israel are so closely connected in alliance that there is ‘no daylight between them’. On the contrary. The hegemonic United States is a settler society and Israel is the only social formation of a similar type planted, in the decolonizing period of modern history, in the middle of the periphery (for want of a better term) and in a land of great religious significance at that. Therefore, much more than all the other such sites of struggle, Israel is a cornerstone of the political world-system. The struggle against Israel is therefore not just a question of the emancipation of the Palestinians, but it is a struggle against settler logic altogether, and through this, a struggle against the political manifestation of the current world order. This makes it a crucial site in the perpetuation of the imperialism of the West as well as in the ‘containment’ of global revolutionary and emancipatory struggles, and this gives it its particular significance.

It is also for this reason that any attempt at a ‘two state solution’ is not just inadequate and impossible, given what has been said about the inherent logic of settler states, but is actively reactionary compared to the enormous victory for revolutionary forces a unified Palestine would be. A single Palestine on the basis of secularism, democracy, and socialism would be transformed from a cornerstone of the capitalist-imperialist world order into a cornerstone of an emancipatory one. The prerequisite for this possibility is the defeat of Israel as a Zionist entity, the defeat of its inherent settler logic (and Zionism is historically just one example of settlerist ideology), and thereby the dissolution of its current social formation into one that is not irredeemably anti-emancipatory. There can be no ‘Zionist left’, no ‘liberal Zionism’, and so forth, for such propositions are incompatible with the practical logic of the settler state. The concept of Israel must die so that a Palestine may live for Jews and Arabs, Druze and Bedouin alike.

Unions and the West: The Scott Walker Affair

Following a headlong confrontation over the Governor of Wisconsin, the reactionary Scott Walker, and his direct assaults on the public sector unions and their legislative achievements, much of the US left is now abuzz with the resounding failure of the campaign to recall him. In what had been seen as one of the last great revivals of the labor movement in the United States, workers officially and unofficially organized against Walker, even going so far as to occupy the Capitol building and to make the functioning of the Wisconsin legislature impossible. There were massive campaigns for opposition against the anti-union onslaught, and it was seen by many in organized labor as a decisive battle on whether the fight for union rights could be won in America. Laws undermining the public sector unions had already passed without much difficulty in Indiana and Missouri, but were defeated in Ohio. In this way, Wisconsin became something of a battleground, befitting a state which has a reputation for supplying leading politicians of both the left wing and the right wing, relative to American standards. But the Democratic Party took the leadership of the campaign together with the unions, and supplied a weak centrist called Tom Barrett against Walker – a candidate who, as mayor of Milwaukee, failed to even endorse unequivocally the union position, and who had lost the election against Walker in the first place. In the end, Barrett added about 150.000 extra votes, but Walker added 200.000 extra votes, and therefore won by a larger margin than before. For all the union efforts, the Democratic Party nationally put in no real support for the campaign, and President Obama could not be bothered to do more than post a Tweet about it. This despite his pledge, during his own campaigning, that in case of an attack on union organizing he’d “put on a pair of comfortable shoes and join them on the picket line”. Lord Ahmed’s Bounty

The news today in London is that the Labour Party is considering expelling their notorious peer, Lord Ahmed, for allegedly having put a bounty on the head of some war criminals.(1) This is a practice hardly unheard of – just recently, the United States set a $10 million bounty on the head of the Pakistani terrorist group Lashkar-i-Toiba, and they had previously done the same with Osama Bin Laden, various Iraqi figures, and so forth. This corsair approach to political operations stands the Party of Order in good stead, no doubt. But they had not counted on the wily Lord Ahmed, who is reported to have responded to this in the Pakistani Express Tribune by putting an equal sum of money on the heads of… Presidents Obama and G.W. Bush.

Lord Ahmed denies having done so, and claims his statement was merely an expression of opposition to the adventures in Afghanistan and Iraq. This may be so. But the substance of the claim is interesting. Firstly, it seems fair to say that if the wholesale murder of civilians is to be deplored – which it surely is – on the part of Lashkar-e-Toiba, who are held responsible for the assassinations in Mumbai in recent times, then the same should surely apply to the orchestrators of several wars of a nature most devastating to civilians in the Middle East. Secondly, the immediate response on the part of the “Labour” Party to prepare to expel Lord Ahmed is telling. From its very origins onwards, this so-called “Labour” Party has failed every challenge set before it in the domain of chauvinism and expansionism abroad. It joined the Asquith government in the imperialist butchery that was World War I. It supported the campaigns against the ‘tribes’ in Iraq, the ‘neutrality’ policy in Spain, the rejection of a Soviet alliance in 1939; it supported colonization and imperialism in the Empire and worked as vigorously to maintain these possessions as one would expect of a society of shareholders in rubber futures. It supported the Suez adventure, the wars in Korea and Vietnam, and the adventures in Iran; it supported the two Gulf Wars and the occupation of Afghanistan, the fourth such by the United Kingdom. It has, in other words, appeared as the agent of the labour aristocracy in foreign affairs, the ‘left foot of imperialism’.

In a time when the International Criminal Court expresses the universal aspiration of mankind to a justice that is more than just partial, national, and one-sided, and when due to the forces of global ‘free trade’ the various nations and peoples are made ever more immediately aware of each other’s circumstances, such institutions as the ICC and the UN nonetheless manifest themselves as the Kantian-universalist banner under which imperialism is now forced to march. This makes their real functioning all the more despicable and all the more transparent. The ICC has only prosecuted and imprisoned those defeated or isolated by the great powers, it has been totally unable to challenge the militarism of these powers themselves. This despite the fact the Nürnberg precedent clearly indicates that “waging aggressive warfare” is a hanging offense. Under these circumstances, then, to clearly outline the hypocrisy on the part of the US government and its lackeys abroad is an important political step. To identify the American rulers as not being above reproach and not to be taken in by their sanctimonious aura of “good will to all men” is of great significance for any critical political understanding.

Militarism and chauvinism pervert the judgement of the citizen, lead to pointless hatred and slaughter, and achieve only division where their should be unity between working people. Active support for imperialism is tantamount to support for those classes in whose interest it is undertaken. Choosing the cause of the white labour aristocracy in the West over the cause of internationalism and the cause of the global working people is a political and strategic blunder, as great as that of 1914. For those reasons, whether or not Lord Ahmed actually said what is alleged, we say that he should have said it. And if push does come to shove on this matter, we say it is not the Labour Party that should expel Lord Ahmed, but it is Lord Ahmed that should expel the Labour Party, which has betrayed the interests of working people worldwide.

Intervention in Libya

The United Nations Security Council resolution authorizing the use of force by member states in Libya to prevent the Ghadaffi regime from mass murdering its opponents, whom it hitherto had been getting the better of in the battlefield, has given a new dimension to the revolutionary wave in the Arab world. It has united all right and liberal forces in their enthousiasm for yet another campaign of war and intervention under the banner of the ‘humanitarianism’ of our great leaders, a humanitarianism that does not extend to the people of Bahrain or of Yemen, whose equally tyrannical and murderous regimes are even now being actively supported by those same liberal well-wishers. Yet merely pointing out the hypocrisy is not good enough, and the left, recognizing this, has been greatly divided on what to make of this new turn of events. On the one hand, nobody supports ‘Colonel’ Ghadaffi’s idiotic regime, whose socialism is as fake as is his anti-imperialist posture. On the other hand, many on the left think it behooves us to oppose any kind of military action which tends to support or increase the stranglehold of the great imperialist powers over the lesser brethren of our world, in particular in the greater Middle East and North Africa. On the Present War in Afghanistan

The multinational, NATO-led invasion and occupation of Afghanistan, undertaken in response to the terrorist attack by the islamist organization Al-Qaeda who were said to have been harbored in Afghanistan by the Taliban government, has developed into a disastrous quagmire. Not only has it proven impossible for the imperialist powers of NATO to actually control events in Afghanistan and prevent continuous attacks on their soldiers as well as on the institutions of the newly planted government of Hamid Karzai, but the presence of NATO forces has greatly strengthened both the force and popularity of the Taliban.

The Taliban itself was mostly a Pakistan-based Pashtun organization, appealing to religious sentiment to form a coherent force, which drove out the extortionist warlords of Gulbuddin Hekmatyar, Burhanuddin Rabbani and others from the Afghan lands. However, their religious and anti-modernist inventions of tradition with regard to the demands of islam in Afghanistan itself quickly made them not only a byword for deepest obscurantism and religious fanaticism internationally, but also made them intolerable for the Afghan population themselves. Various warlords continued to combat them, while the Afghan people were waiting for an opportunity to rid themselves of all the different forces attempting to subjugate them altogether. However, all experience has shown that all peoples prefer the devil they know to any foreign invader, even if the latter operates under the flag of supposed liberation of the people involved, and Afghanistan also proves this rule true. The Taliban are now stronger than ever, since the devastation wrought by the imperialist forces has caused many an Afghan villager to join the forces of religious illusion, which at least provides the benefits of suggesting a kind of heavenly justice where no earthly order or control can be found. It has also strongly repudiated the foreign occupation of the country, unlike the few imported Afghan liberals which mostly appear as collaborators to a harrassed population seeking peace. The Taliban moreover have a reputation for resisting corruption, as many islamist movements do, and Karzai’s government has been nothing if not corrupt.

What then is the purpose of occupation? Richard Holbrooke, the American envoy in Afghanistan and Pakistan himself has stated the following: “First of all, the victory, as defined in purely military terms, is not achievable, and I cannot stress that too highly. (…) What we’re looking for is the definition of our vital national security interests”.1 Holbrooke recognizes the impossibility of victory even as thousands more soldiers are sent into the country, many pulled out of the other failed American adventure in ‘nation-building’, Iraq. But what then are these national security interests Holbrooke speaks of? Indeed the American government feels aggrieved because the spectacle of the terrorist attacks on New York City itself, heart of the empire of capital, was according to them planned and undertaken from the borderlands of Afghanistan and Pakistan, one of the least developed areas on earth, where old feudal ties and religious barbarism are still strong. The weakest of all attacking the strongest of all in their own base is an example to the world of a kind that the American empire cannot afford.

Yet that is not all. For although enthousiastic American military press articles would have us believe that the fight against their shadowy enemy of Al-Qaeda has achieved major victories with the elimination of some of their top leaders, this is of itself a sideshow. Indeed, the US shows little interest in even bothering with finding Osama Bin Laden, despite this renegade son of the Saudi elite having been depicted as the veritable puppetmaster of ‘international terror’ and the anti-Christ of Western morality for years; by which is meant that prolongation of his very existence after his attack on New York City would be a continuous loss of prestige on the part of the United States and the wealthy nations in general. If they are willing to accept that loss now, what then keeps them in these barren lands?

There are several considerations. The first here is the fact that Afghanistan is the primary producer in the world of opium. That addictive soporific that British imperialism used to destroy the Chinese empire has now turned against its manipulators: the highly addictive drug heroin is produced by means of opium, and heroin is considered a serious blight and instability problem in the Western nations, where great wealth allowing purchase of exotic drugs goes together with great despair and alienation making that purchase desirable. The Taliban, who do not desire any illusions other than their own brand of religious fanaticism, had actually succesfully wiped out much of the opium production in 2001.2 The newly installed pro-Western government in Afghanistan however has not been so successful, since the warfare in Afghanistan has destroyed most opportunities for growing regular crops – indeed, Afghanistan now again produces 92% of the world’s opium, representing half the annual product of the country.3 The Taliban of course have recognized this situation, and are now supporting the opium growers, whom they ‘tax’, providing their main source of income for warfare against the occupiers. Since they no longer attempt to repress the only viable crop in the drought and war-ridden countryside of Afghanistan, this has greatly increased the fervor for islamism on the part of the Afghan farmers. Of course, the effects of opium on Afghanistan’s own institutions can be foreseen: if mighty China’s celestial bureaucracy, the oldest and strongest on earth, could be torn apart by the corruption due to opium within the span of a few decades, what resistance then could former warlords, now government officials, offer to the bribery of the drug trade? The imperialists’ weapon of old is now undermining their very efforts at providing a modern and capital-friendly structure to Afghanistan’s institutions. Yet they dare not give up on it, not just because of the great amount of government and police officials in the United States who are parasitic upon the drug trade and depend on its continued yet ever-failing ‘war on drugs’, but also because if they cannot even determine what crops Afghan farmers shall sow, then this is truly an admission of total defeat in the effort to control Afghanistan’s economy. Indeed, the various invading powers have even had to resort to the ignominious weapon of counter-bribery, but this has mostly failed. This should come as no surprise since local production prices come to about thirty-three dollars from an acre of wheat, and between five hundred and seven hundred dollars from an acre of poppies.3

Karzai’s weakness has also left Afghanistan as wracked by class and ethnic differences as it ever was, meaning that any attempt at ‘nation-building’ by the NATO forces is going to be an exercise in futility, comparable to the game of whack-a-mole. The corruption inherent in the newly installed government has mostly benefited the local landlords, who exploit the share-cropping opium farmers and at the same time take bribes for normal government functions. Many of these landlords are the same people who operated as warlords in the pre-Taliban phase of recent Afghan history. Moreover, the forces from the north, many of ethnic Uzbek and Tajik descent, are angry about the weakness of the resistance against the Pashtun Taliban, who are their old enemies in the struggle over Afghanistan’s agricultural land as well as smuggling routes. Karzai himself is a Pashtun, but few of his ethnicity support him, and it is likely that the old Northern Alliance will reform – an alliance of northern forces that combated the Taliban in the days of their reign. This alliance will challenge Karzai, whose loyalty to their interests they doubt. This year new elections for the presidency of Afghanistan are to be held, and if the northern candidate wins, this means the internal strife in Afghanistan will come even closer to a boiling point, which neither bodes well for the peace of the area and its supposed defenders nor for the Afghan people.

Then there are as ever the considerations of the ‘cash nexus’. Under the Taliban, Afghanistan had a very differentiated and high import tariff system, which used high valuations of the currency to determine its quantity in a given case. The Taliban’s hold over the country was not strong enough to fully enforce this, and indeed effective tariff rates were significantly lower. Nonetheless this formed  a significant source of non-drug income, in particular since many smugglers used Afghanistan to import goods which were subsequently re-exported illegally to Pakistan, a country which also has significant protectionist measures and is very reliant on income from its foreign trade.4 Under the current regime, these tariffs have been significantly lowered, accession to the World Trade Organization is pursued, and further attempts are planned at reducing transport costs and indirect taxes on exporters, mainly in the hope of attracting foreign investment. The importance of export from a poor country like Afghanistan is easy to underestimate: the warlord Achmad Shah Massoud, who led the Northern Alliance against the Taliban, received his main income from taxing the production and export of gems from the mines of the Panjsher Valley in northern Afghanistan, which produce among other things valuables such as lapis lazuli and emeralds.5 Massoud was killed by the Taliban shortly before the attack on New York City of September 11, 2001.

Also of importance concerning trade is the strategic location of Afghanistan: oil and gas-rich countries of Central Asia suffer from poor location and lack of connections to world ports, and Pakistan in particular has aimed at causing a pipeline to be created through Afghanistan, which would connect the Central Asian states with its own ports in Beluchistan by means of Herat. Both the Pakistani and American government as well as such companies as UNOCAL had in fact been negotiating this pipeline just before the events following the Taliban occupation and the Al-Qaeda attacks disrupted the plans. At the same time, the Pakistan-supported Taliban had greatly reduced the costs of transport and security in Afghanistan, which enhanced trade, particularly the above-mentioned smuggling into Pakistan itself. This undermining of Pakistan’s own financial basis, as mentioned very dependent on its transit location, is an activity of Pakistan’s own security forces, which consider their own government to be pro-imperialist and wish to replace it by a religiously inspired resistance regime.5 In the case of both Afghanistan and Pakistan, such neo-Mahdist regimes garner much legitimacy from the lack of legitimacy of the alternatives, in particular the existing and prior state bureaucracies, which have mostly been predators on the extremely poor peasant populations of both countries. The removal of the Taliban by the Western forces has destroyed the safety of the roads that prevailed in most of Afghanistan, which in turn drives local farmers even more towards opium production. Marketing of wheat on the international market legally is now much more difficult than marketing of opium is illegally, even if little of the market price in the West of heroin is captured by the Afghan farmer. Foreign capital, including Chinese mining interests, has however certainly expressed interest in developing Afghanistan’s own gas fields as well as the significant resources of iron ore and coal the country possesses. The USSR had spent hundreds of millions on exploration of these resources when they occupied the country, and if only safety could be guaranteed for capital movements in and out of Afghanistan, it is quite likely that American and other foreign companies shall endeavour to absorb Afghanistan into the world market as well.6

A deal with the Taliban, therefore, seems the most beneficial option for the Western interests. If the Taliban can be appeased and counted on to provide, or at least not disturb, the ‘security’ needed for foreign investment, and in turn the Taliban do not hinder the development of capitalism in that country, then imperialism shall have cleared the way once again for capital’s adventures in foreign shores. The degree of foreign capital’s vulnerability to extortion by the many local landowners, warlords and so forth does not make this likely, however. More likely, the NATO forces shall be forced to withdraw sooner or later after having to deal with the Taliban on the latter’s terms, and much shall be as it was before in Afghanistan. The tens of thousands of dead Afghans and the loss of men and prestige on the part of the Western empires will be the only ‘result’ of the Afghan expedition.
